I don't know quite what happened, but the relation and all the ways were
duplicated four times.
I deleted three of them.
You can specify in the advanced settings of josm to upload the changeset in
smaller chunks. I find this is useful.

Ok the strangeness continues. I reloaded the area in Polatch 2 and nothing was
downloaded as the area is blank but the lake shows in Polatch 2. For anyone
interested it is Eagle Lake in Tasmania created by Ent.
