Correct that the license is not compatible so we would need a specific
permission to use it. For starters the license is revocable, which is a
non-starter for OSM.
I have not requested it, I could try asking.

It would need to be fixed, but I think it would be very doable in JOSM;
change all the name: to address:street number and then strip out the
'#'.
I'm happy to have a look later tonight if you aren't confident.
