I'm not really sure if OpenStreetMap is actually suited to fit your
needs as far as creating a master plan.
I don't think that it's designed for it.
There are other options, available for collaboration, just not OpenStreetMap.

Interpolation ways are certainly editable, and it's certainly possible
to add address interpolation manually. I've started doing it here in
Shawville by resurveying the streets: I just note the house numbers at
the beginning and the end of each block. [1] (You can tell that I'm

Looking at Bing images Rue Gérard-Binette certainly has houses built on it
on the photo so I strongly suspect it is correctly labelled and has the
correct house numbers on. Rue Jean-Louis-Morin is the same I think there
are half dozen more in the same bit of Alymer.

number of provinces which correspond to their roads. Generally speaking
their roads are fairly accurate.

NRN (source of Canvec road network) was not supposed to contain any "planned"
street but I understand that some have been included accidentally in Quebec.
Field work might be necessary until the next NRN version is available and
included in Canvec product.
