There are two ways to do this, the polite way which is to get hold of one of
the subsets of the planet files locally and work with that. Use a PC with
lots of memory and load up the local file, do the edits then upload the
changes. You may want to split Quebec up to do this. I'd recommend using

I'm at home recovering from dental surgery, so I've had the opportunity
to get a lot of imports done. But I've been importing along the US
border alot, and have ran into some trouble with TIGER Data and need
some advice. My problems are as follows:
-Importing near the geopolitica
One technique is simply to use JOSM, select the ways you want to modify then
add the tag to all the ways in the selection. You can also delete tags in
this way as well.
Just be aware that standardization seems to be a word that OSM is not always
comfortable with.
