I have checked a new version of geobase2osm.py into the OSM SVN repository.

-Add support for creating .standalone and .excluded files
  based on output generated from the RoadMatcher application
-Using OfficialPlaceName for is_in tags
-Added geobase:acqisitionTechnique
-Added geobase:datasetName
-Fixing Route numbers & names to deal with Ontario "None"
-Additional names in the geobase data get stored in alt_name per
  talk-ca discussion

This reflects work done during the Fort McMurray and 084 tile imports
