I have found the problem. Unfortunately there is nothing that you or I can
do to fix the situation, and we must wait for the OSM system admins.

The problem is that prior to 14 December 2011 some ways in the area near
Cienaga San Silvestre were tagged with natural = coastline. I can not be
sure of the exact cause of the problem, but there was an error in these
ways which then caused a problem in the files used to create the coastline
in the mapnik layer (http://tile.openstreetmap.org/processed_p.tar.bz2) .

(This file is used to generate shapefiles of the coastline, the shapefiles
contain 100km x 100km polygons of coastline data, and unfortunately the
error affected two of these polygons so there is an affected area of 200km
x 100km)

This file is not updated by the system admins very often , and the current
file in use is dated 9 December 2011, so it is earlier than the changes I
made on 14 December 2011.

Although I corrected the error on 14 December the effect of this will not
be seen on the mapnik layer until the sys admins update the coastline
shapefiles. ( Note there are other areas of the world which also have
