Dear Rodrigo In my experience you can find sometimes such mistakes, but in Cuba is very common the use of acronyms in capital letters for different organizations, ministries, companies, schools, etc. So, I think only locals can figure out if it is incorrect or no. Best wishes AlexLabrada
