Just to clarify. This is about removing tiled map sets from the lists used
in editors (largely to simplify the list of imagery and remove the
confusing pairs of NPE, 1st series & 7th series maps.

The out-of-copyright maps scanned by OSMers will remain at
ooc.openstreetmap.org and can be manually added to editor imagery lists for
those who still want them. (In particular there are some interesting
differences between NLS & OSM OOC 1:25k maps in some areas.)
