Rob,

It's composite and tiled LIDAR data at 2m, 1m, 50cm and 25cm resolution
(quoting Environment Agency Geomatics), and both DTM and DSM will be
available. There isn't a separate non-commercial version; the same data
that will be open from September is currently available free for
non-commercial and academic use. You can get it here:
