to make them available so users of the maps could just load the maps rather

Hi Andy,
There is a whole bunch of OS Town Plans available on the National Library
of Scotland website. They are already georectified and served up as tiles
(ready for use in OSM editors). I am in the early stages of getting these
added to iD and JOSM as a series of separate layers.
