[Talk-hr] Ne treba svaka drzavna cesta biti primary

Uočio sam note na staroj-staroj cesti preko Velebita: https://www.openstreetmap.org/note/2755579#map=14/44.3085/15.6602 Prošao sam nekoliko puta onuda i to po meni nikako nebi trebala biti primary, to je makadam :) Što vi kažete na takve ceste? Ja mislim da se ne treba strogo držati slova
