In road construction and the like, the designers would always do their own
surveying, using the OSI maps only as a guide, as they would have no
information on how up to date or or accurate the OSI data is. the OSI data
would also lack some of the information they would be seeking, e.g.

I’ll try to add a simple tutorial on how I’ve done the edits to the roads to
split them but basically if you click on a node on the way it will give you
options to split the line. IF the line is split between the speed limit zones
you can update the tags for that section then.

It is because no-one has added those details yet. Road sections can be tagged
with what ever
data we wish to tag them with. The OSM wiki describes how to use the tags.
Speed on that
section of way is tagging using maxspeed=* We use the ref=* tag to record the
road reference
number
It was really just an example, but it's a good point, the NRA couldn't give
permission even if they wanted to.
