I just found out that the IRS based 1:1M land cover data for India is in the public domain from ISRO's National remote sensing centre.
1:1M Landuse mapviewer: http://applications.nrsc.gov.in/mapview.asp Data use policy: http://applications.nrsc.gov.in/policy.asp I am going to send them a mail to see if there is a WMS service available so that it can be used in josm for tracing.
