I copied the geoJson code from Github to a text editor. I saved the file an
extension ".geojson". It works for me. I have sent the file to Ashim as
well.

As per my research there's no such document or state policy for the use of
maps in Gujarat. I will still try to find it when I visit Gandhinagar next
week.

There's no note or email. It was a telephonic conversation with the
concerned person who is the GIS head of the Gujarat police department. He
mentioned that anything available on the website of Gujarat government can
be used freely and any way one wants.
