Gu(district) borders for Seoul has just been put up yesterday and I'm working on fixing admin_centre and label for them now. There's an issue with OSM Nominatim that assigns the wrong province to the minor features within cities and counties of Gyeonggi-do (cities and counties themselves are okay). I'm not sure what the cause is. If anyone's knowledgeable, lend me a hand. Meanwhile, a ticket for this has been filed in Trac. What's really frustrating about his edits is not only in the persistence, but the fact that he tampers with relations for South Korea and Gyeongsangbuk-do themselves. His list of recent edits also show the Senkaku islands area (administered by Japan, disputed by China, and recent situation is turning ugly), and his 2012 activity is mostly about tampering with Dokdo.
