I started adding housenumbers at the last week of March 2009. At that time, it 
was limited to my neighborhood. However, I added "a few more" housenumbers in 
some nearby residential areas (including a very open subdivision) over the past 
2+ months. 

I do not know which government entity/developer  assigns housenumbers here 
before, but starting in the early 2000's, the barangays are assigning the 
housenumbers (I got the housenumber info from roaming some streets). In some 
barangays, the "Block X Lot Y" schema was dropped in favor of the housenumbers. 
The problem is that on certain streets, you may see the same housenumbers 
assigned in different areas (though the certain areas are quite close to each 
other). The solution is that you create two (or more) relations, assign it to 
the apropriate housenumber ways/nodes and place notes. See

The only problem for me adding housenumbers is that they are either obscured 
(one housenumber was covered with tape since the owner didn't like the assigned 
housenumber and prefered his/her old housenumber), hidden from public view, or 
the poor mapper roaming the streets may be suspected as a thief, just because 
he or she is looking at housenumber plates. 

Regardless of such fears and frustrations, I'm still pursuing the adoption of 
the Karlsruhe Schema within its city borders. As of now, it has "covered" at 
least four out of 80 Barangays.
