As I understand it, it would theoretically be possible to write/configure your own rules file for a renderer to display exactly what you want to see. You'd pull the data from OSM, and use the renderer to generate tiles on your own webserver. You could make these static tiles and update them once a day, or have them generated on the fly. Here's a tool for example; http://wiki.openstreetmap.org/wiki/Kosmos Not sure if this is what you want, and depending on the area you need to cover, it might not actually be practical at all, but it certainly opens up some possibilities.
