Dear list, (moving a discussion I had with Rally and Eugene into the list)
We have always been tagging roads according to its purpose/use [0]. Recently, I have been asked by LGUs interested in using OSM data and they are trying to make sense of our road classification scheme. In the LGU, they usually classify roads according to administrative jurisdiction (i. e. national road, provincial road, municipal road, brgy road). This is more for management purposes to designate who will maintain the roads and from which budget it should come from. Anyway, I am proposing we add another tag to reflect this infomation. Currently, there are two variants listed in the wiki: 1. designation - The tag designation=* is used to record the legal classification of a way. [1] 2. highway:admin - describes the legal/administrative designation of a road, in more detail than the highway key. [2] I am more inclined to use the "designation" key. Please go over the wiki pages and discuss here what the osmph community should adopt.
