Great work. If you need help to upload the data, feel free to ask. Some 
questions and remarks
- There are a lot of stops with name "... dummy" in the file. Are you sure 
that they are real world stops?
- I would use as name only the "Stop Identifier". The street, sub-municipality 
and municipality are usually not part of the name.

Concerning the license: Note that the data once uploaded cannot be properly 
removed again. It will remain in the history, in the planet dumps produced 
meanwhile and in copies of this data. If you can't get a proper license for 
the data, then better don't upload it. I agree that uploading a small sample 
to demonstrate the capabilities of OSM can be helpful to get a proper license. 
Another approach can be to get a license for the stops or for the stops and 
routes only - these are most helpful to the OSM data, as the rest of the data 
is anyway not visible on the ground.
