I am currenty importing a NPI-File but it already takes 3 weeks now. The DB
has grown very rapidly to about 12 GB and now it is growing far more slowly
and has reached 20 GB.

Relation support is already there. osm2pgsql already builds geometries for
route relations. It's just that the current Mapnik style doesn't put shields
on them or render them in a visible way. If you want to solve this problem
then submit a patch for the Mapnik style -- perhaps using rweai
