address, owner, and property line data can be downloaded from http://maps.kcmo.org/apps/parcelviewer/ as a CSV file. I just called 311 a few minutes ago, and they said that this data is in the Public Domain. Not sure if that's sufficient permission. I'm not sure if property lines and ownership ar
