Last night I opened a ticket with MD iMAP and have found a fix. Not sure how to get this propagated into JOSM but here's the fix for anyone that is using the imagery:
Instead of using WMS use WTMS (wmts:https://geodata.md.gov/imap/rest/services/Imagery/MD_SixInchImagery/MapServer/WMTS/1.0.0/WMTSCapabilities.xml). I haven't had a problem with the three-inch imagery, yet, but this may need to be changed for that as well in the future. Apparently they have seen this problem with some clients that try to cache the information after a recent ESRI update.
