Hi everybody, as an active mapper focused on the topology consistence of the map, I don't think that any automatic re-import would make any good. The initial bulk imports left the map in the terrible state and I can't even imagine how badly it would be damaged if all the NHD data is re-imported.

In June, user Bsupnik converted the entire NHD dataset into OSM format. The files are available at http://bsupnik.dev.openstreetmap.org/NHD. He mentioned that he was working on creating better quality files. The files that he created look good. They are missing the names though. It looks like they

Past NHD imports have made vast multipolygons which can be difficult to interpret without a view of the whole thing. This made particular problems for tiles@home/osmarender, which tried to render the multipolygons without loading their out-of-area members, leading to water-land inversion in a lot
