dashed lines underground, solid lines overground. Pipes do, after all,

Probably not... Pipelines is at the edge of what is suitable for OSM. A
seperate utilities render maybe which could also include powerlines.
Itoworld also has a nice map of powerlines for SA based in OSM data. I have
been mapping powerlines but it is a never ending task and sometimes
