The JOSM validator has such a check. Obviously it only checks the format, not 
if the times are correct.

In France, David Faure [1] do "human-review-assisted-by-script" [2] fix.
Its tool is capable of correcting things like the month written as a 
word -> number and other trivial things.

I am not aware about either potential for fixes or about running bots.

Though if there is source data available that we can use then imports/comparing
with shop-provided data can work, and there are/were some imports like that.
