If you define "measure" like this: 
http://en.wikipedia.org/wiki/Bar_%28music%29 , a phrase in tango has 
usually 4 measures (roughly 8 sec). 16 of them (4 phrases) are "part". 
This is a musical block with a specific melody. In a classic tango, 
there are usually 5 to 6 parts in patterns like ABACA or  ABABA or ABCAC
