Noticed this behavior with .8 really and started missing it right away. It worked before, so I guess a meaning was present then and is still, et least for me. Regardless of the wrapping mode, TAB should work in any multi-line editor in my opinion - whether an \8 character will be inserted or expanded into spaces.
