I was able to set your keyboard shortcut up and it worked just fine.
Try going back to your customize page, select "Connection Center" in
the right hand pane, now click on the shortcut tab at the top. The
"Connection Center" line should now be selected in the shortcut tab.
Double click on that line and a box should pop up allowing you to
apply the shortcut. Now hold down Ctrl+Shift+r, which should replace
the word none in the dialog box. Now click on Add. Then close. Then
Apply Settings. After it resets itself it should now work.

Is it just me or does this seem like and awful lot of steps? :)
