You should look at the very bottom of that page and you'll see the
link to the Unicode Layer for Win9x/ME. It's fairly small and I have
no idea why it wasn't included in the standard Win9x installation.

Yes, you can. What kind of problem do you expect? It's just a small
DLL to be added to your system - that's it.

We have been struggling with that "Empty outbox" problem this week and
almost won, but it seems not for all cases... We'll have a look at it
