I've gone ahead and branched libpcap and tcpdump as follows:
libpcap 1.x.x will come from libpcap_1_0
tcpdump 4.x.x will come from tcpdump_4_0
These are branched as of 22:30 EST, October 10, 2007.

You need to checkout CVS's HEAD branch at the moment for that
