The SANS organization has always been proactive, and they have some cool looking classes on security. yet at$ 2500.00 each, they're looking pricey!  (plus travel, plus meals, plus parking, yada yada, yada.)    See...
http://www.sans.org/conference/onsite.htm

Even at a 40% discount for onsite sessions, the classes are way to expensive... unless the state were to organize something - say sending one person who could train trainers, etc.  Could this be something ITEC could get going, or perhaps the state itself?  Or perhaps the state has security plans of its own - online training for tech coordinators?  Video? ICN?

Food for thought,
