Another workaround for this issue is to configure GDM to do automatic login
(assuming that you always log in as the same user). I have had automatic login
configured for the longest time, and I didn't even notice the problem.

In a nutshell, if the gnome-panel is in the process of a hide/show
animation when the notification panel is loaded, the notification icons
