If it's not installed as part of APR it should be.
if there is no t/conf in first place you get:
% t/TEST -conf
setting ulimit to allow core files
ulimit -c unlimited; t/TEST -conf
cleaning out current configuration

I just tested it with
/home/stas/perl/ithread/bin/perl5.7.2 Makefile.PL \
-apxs /home/stas/httpd/prefork/bin/apxs
make test
and it all worked.

me to use apxs instead. I've done it that way ever since. I figured this
