Once again, but this time CONFIG_VERSION is apr_int64_t, and attribute name is
configversion to make things clear for the end user. If there's no
configversion attribute, then flood assumes 0, which covers flood 0.4
config file format. Incoming flood 1.1 release will use 1 as configversion.

This is responsescript patch, but this time written around APR poll API. I'm
not sure if I have got everything right, so APR gurus are welcome to take a
look. I have tested this against a bunch of web pages, and didn't see any
problem though.
