adding xmltex and passivetex to tetex would make Docbook people
happy

texmf.cnf is missing some constants special for pdftex.
recently I got a problem with lots of TeX buffers being
exceeded (~1800 pages of output from doxygen).
among those values to raise was
dest_names_size
which isn't mentioned at all in texmf.ch (see pdftex.ch,
obj_tab_size migh
