Hi Michal,
I looked a bit closer into the HTML file now and noticed that it
was generated with tex4ht indeed. The file also
th is using typographic quotes in The TeXbook
on page 51 and I hope that I got "`" vs. "'" correct above.
Typographic quotes are not suitable in computer code at all, and even
worse:

ng the tex4ht Makefile accordingly is the best thing one
can do.
If you put your whole project, including all scripts which are not
part of TeX Live 2018, on your server, I can play with it next
weekend. Don't worry about the size of the ZIP file.

S-DOG batch file while creating the Makefile and then
invoke one of these scripts if necessary.
Since "make" supports conditional compilation (only create an output
file when the source file was changed) and the ability to run
processes in parallel, I think that everything e
f " .. makefilename
+ local command = "make -j"..cpu_cnt.." -f " .. makefilename
Please note that the variable os.name is a LuaTeX extension and not
available in stock Lua, hence texlua is required.

TeX Live doesn't rename 3rd party programs, it hides them. ;)
