Rod, it would seem to have to be Federal since the gauge system is federal, but perhaps the states are required to contribute to the support of the program. I just blindly forwarded it because I have been a great fan of those gauges ever since Tropical Storm Allison. Roger -Original

For many years, the landowner situation at Cass was curious. The old lady who owned it had no objection to people going into the cave, as long as they _didn't_ ask for permission. According to the history in the book, she had the notion that giving permission would subject her to liability.
