Yes, picky Bru... you are right if you're thinking like an American... but the
message was written by a European and sent to Europeans, and that's why meters
was not even mentioned in the first place since it was assumed, and that's why
2140 had a period (2.140) instead of a comma (2,140)... because that's how you
indicate thousands in French, and German, and Italian, and Portuguese, and
Dutch, and Swedish, and Russian, and most everywhere except the USA... :)
Therefore, it was in meters, not kilometers...

PS "Two point one four zero" would be expressed as "two comma one four 
zero" in
those languages, i.e. the convention is reversed.
