Louise Power was a very active Texas caver in the 1970s (Carta Velley and more) and later, a BLM employee who did her best to encourage reasonable use and preservation of karst and cave resources. For those who remember Louise, Carl Kunath immortalized her on page 364 of 50 Years of Texas Caving, under the heading Tortuga's Secret.
