I am trying to upgrade from the 5.0.6beta to 5.0.10beta...
First of all , trying to import either using the drag drop method or the
import option, the result is the same: ControlPanel is EMPTY.
Then I started to import one-by-one my tiddlers, this took some time (30+
of them) , the
arghh.. it seems drag-n-drop one by one is not good idea, as I forgot
tiddlers are under other tiddlers, so my only option is the import, but the
issue
with the darn ControlPanel drives me crazy

Did you tried the new safemode feature of TW 5.0.10? It helped me to import
the whole wiki. Just enable that mode and it will tell you which tiddlers
are causing probmels (usually few). Delete them and you're done.

The ReadOnly demo works for me using Firefox 28 and Chrome 34.0.1847.116 m.
The buttons get invisible, but moving the cursor to where the buttons used
to be, changes the cursor, so you know you are at the right place, to save
your changes.

I'm also using Windows 7 64 bit. The button disappears (as does the
settings/control panel button) and others move. However, there's no cursor
change -- and believe me I've looked for it.
Will try another computer browser. My first concern was to know if I'd
missed a step.
