Since you have not had an answer here is a suggestion, don't look for a 
plugin to do what you want but plugins that help you with tagging, 
check-boxes and Listing tiddlers.

One script you may be interested in is;

and foreachtiddler and TiddlerListMacro will help producing lists with 
checkboxes against items in a column.
