Since you have not had an answer here is a suggestion, don't look for a plugin to do what you want but plugins that help you with tagging, check-boxes and Listing tiddlers.
One script you may be interested in is; |Name|ChecklistScript| |Source|http://www.TiddlyTools.com/#ChecklistScript| |Version|1.2.0| |Author|Eric Shulman - ELS Design Studios| and foreachtiddler and TiddlerListMacro will help producing lists with checkboxes against items in a column.
