In response to a private message, I thought I would share the
solution, for others.

The solution...

You will not have a 'decrypt' button in the tool bar if you have a
customised toolbar.

Look at the *shadow* tiddler ToolbarCommands. You will see
'decryptThis' in the list of the ViewToolbar.

If you have a non-shadow version of this tiddler, you will not see
'decryptThis'.  If you have a non-shadow version, this means you, or a
plugin, has customised the toolbar in some way.

To overcome this, edit the ToolbarCommands and place
'decryptThis' (without quotes) immediately before +editTiddler.

Alternatively, you could, by way of expermiment, rename the
ToolbarCommands tiddler, just to prove that the decrypt button
appears.

The TiddlerEncryptionPlugin deliberately does not interfere with non-
shadow versions of the toolbar, figuring that if you have tweaked it,
I don't want to mess things up.
