Are there any components which could control envent delay in tinyos-1.x or
2.x? For example, i wanna my sending task working after some seconds delay
when receiving message from other node. Thank you for your help.

If all the hardware is identical, and connected identically,
you should be able to use TOS without changes. Just don't
access the missing components.
However I believe there is a bootloader that needs to be
installed on the mote so it can be programmed via the USB.
I've seen scant mention of it
to modify RF driver code in TOS?
