Did you ever find a solution to this problem? I have having the same
problem more than a year later.

I recently added another tool to my installation of Cygwin and in so doing,
Cygwin updated every other tool and file. After this, my toolchain seems to
be broken with the following error:
ncc -o build/xcvr/main.exe -Os -finline-limit=10 -Wall -Wshadow
-DDEF_TOS_AM_GROUP=0x7d -Wnesc-all -targe
avr-gcc.exe: /usr/lib/ncc/tdspecs: No such file or directory
Any clues how to fix this?
I've found a half-dozen people asking (with a web search) and the only replies
found are "did you find a fix?"
