Just looked in my mailbox and found that our college is going to be screening Thierry Le Brun's new film, "A licence to remember: Je me souviens" (National Film Board 2002)
 
According to Le Brun, "embedded in the motto are universal questions about the relation between history, memory, and belonging, about citizenship and nationalism. Different people had different interpretations. It's like the famous Rorschach ink blot..."
 
This might shed some light on the "true" interpretation of the phrase.
