context param from server.xml not read when application stopped and started from 
tomcat webmanager.

getServletContext().getInitParameter("helloworld") is getting the param value 
from web.xml when done like this
<context-param>
      <param-name>helloworld</param-name>
      <param-value>Hello World! How are you?</param-value>
</context-param>

but when given in server.xml as

<Context path="/test" docBase=".." debug="0"
                 crossContext="true" privileged="true" reloadable="true">
          <Parameter name="helloworld" value="Hello World! How are you" 
override="true"/>       
        </Context>
           it returns null when app is stopped and started again from Tomcat 
manager.
