try putting the jstl.jar and standard.jar into WEB-INF/lib
they're usually in jsp-examples/WEB-INF/lib

yep, I inserted DefaultContext /DefaultContext to define a postgres
pool.
but I restarted the server having postmaster running before tomcat
problem resolve.
