The reason is Tomcat 5.5.9 will run on JDK 5.0 onwards.
I was not made for Older JDK's...
Try once on J2SDK 1.5and see.

Remove the commons-logging.jar from WEB-INF\lib and place log4j.jar in it
And
Place log4j.xml in WEB-INF\classes folder
