classpath.
I can edit setclasspath.bat to include that directory, and then start
Tomcat with either "startup.bat" or "catalina.bat" and it works fine; is
there an analogous file for tomcatw.exe?

I've only ever used Javascript for client-side interpretation, and Tomcat
will deliver Javascript within a .jsp or .html just fine, as far as I've
heard. That link does not seem to contradict this.
