I think that any option you want to pass to the jvm can be placed in
JAVA_OPTS, like this:
set JAVA_OPTS = -Xmx1536m -Xms1536m -server
I do that and it works fine.

I deployed Atlassian Jira Enterprise 3.0.3 in Tomcat 5.0.28 and I
